According to the website of the Ukrainian parliament, 303 deputies voted for the adoption of the law.

The text of the law says that in Ukraine it is forbidden to publicly perform and show "phonograms, videograms and music videos" if this is a work of a citizen of a country declared an aggressor in Ukraine. The Verkhovna Rada in 2015 declared Russia an aggressor state.

The parlament also adopted a law prohibiting the import and distribution of books and other publishing products from Russia, Belarus and the occupied territories of Ukraine.
